Abstract: The concept of territory allows for taking into account the impact of local features on economic development. Dynamics initiated by local stakeholders can build specific resources that will retain activities. However the issue regarding the impact of regional dynamics on opportunities for the local population is little addressed in the literature. This paper offers an analysis of such opportunities by using the theoretical framework of the capability approach. A methodology of application of this approach to the analysis of rural area dynamics is presented as well as preliminary results for the Rhône-Alpes region.
