Abstract:
Public managers in France aim to bring changes in the health care system. Current structures of regulating agencies are characterized by centralisation and differenciation and seem to be inadequate to imple-ment changes. The new regulatory agencies, the Agences régionales de l'hospitalisation (ARH), are based on the principles of decentralisation and integration. The creation of the ARH provides an opportunity to analyze, using the framework of agency theory, the impact of a new institution on the dynamics of regulation in the health care system.
