Electoral Rolls: Foundation of Democracy

Suresh Chandra Babu

The IUP Journal of Journal of Public Administration, 2005, vol. I, issue 3, pages 17-27

Abstract: In a system of government which is based on the consent of 'the people', voters elect their own representatives. Hence, 'Electoral Rolls' are the foundation of a democracy. Preparing and maintaining an accurate and up-to-date list of voters is the responsibility of the Government and the Election Commission. This is a cumbersome, complicated and a never-ending task, more so, in a country of continental dimensions and a vast population like ours. To this Himalayan challenge, we bring our own inadequacies of inertia, inefficiency, and motiveless malignity. Often, the errors of omission and commission are a result of corruption and collusion between the politicians and bureaucracy. No wonder, our electoral rolls are not as accurate and up-to-date as possible. We have a long way to go.
