Gasto en I+D, desarrollo económico y empleo en las regiones españolas y europeas/Research Expenditure, Economic Development and Employment in Spanish and European Regions

Abstract: En este artículo analizamos las principales diferencias regionales que existen en España y en Europa respecto al gasto en Investigación y Desarrollo, I+D, y la importancia que tiene el capital humano, tanto en Educación como en Investigación, para impulsar la producción y el empleo. Analizamos los datos correspondientes a 151 regiones de 25 países europeos en el año 2000 y presentamos la estimación de varios modelos econométricos interregionales que muestran los impactos positivos de la investigación tecnológica sobre la producción industrial y de la investigación no tecnológica sobre la producción y el empleo en los sectores de servicios. Se constata el bajo nivel de apoyo que tiene la investigación en las regiones españolas en comparación con otros países de la UE, y la conveniencia de que España siga las recomendaciones positivas del Consejo de Europa, de forma que impulse la investigación en todas sus regiones, ya que una buena política en este sentido tendrá sin duda un efecto beneficioso sobre la creación de empleo y el desarrollo regional. We analyse data of employment, human capital and economic development in 151 regions of 25 European countries in year 2000, and present the estimation of several interregional econometric models which show the positive impact of Research and Development expenditure, RD, both technological and not technological, on production and employment. We conclude that both types of research have a positive effect on regional development, being technology more linked to industrial production while non technological research has an important positive effect on non industrial production, particularly on services. Financial support to RD activities is very low in Spanish regions, in comparison with EU average, and thus it is advisable to improve the Spanish policy in this regard, by following the positive recommendations of the OECD, the Council of Europe and other interesting reports. Those changes should have a beneficial effect on employment rates and production per inhabitant in all the Spanish regions, allowing them to reach a level similar to EU average or above.
