Abstract:
A large sample of Israelis is used to estimate models for the demand for government-sponsored training by the unemployed. The paper focuses on three decision variables: whether to train or not; the timing of training; and the duration of training. The covariates of these decisions turn out to vary. However, on the whole the results are consistent with human capital theory. Copyright 1997 by Royal Economic Society.
