Abstract:
This paper examines ownership status, governance structure and survival strategies using interview data collected from managers of 34 former state-owned enterprises (FSOEs) in 4 cities in 1994 and 1995. Interview evidence indicates that a year after the conclusion of voucher privatization, many FSOEs are becoming increasingly aggressive and sophisticated, rapidly implementing long-term competitive strategies. FSOEs that were privatized earlier and with more concentrated ownership, that is, better governance structures, are far more likely to undertake significant structural changes in their operations that greatly enhance their survival chances.
