Abstract: [fre] Cet article propose une analyse de la concurrence comparative qui tienne compte de l'hétérogénéité des entreprises. Lorsqu'il existe une série de monopoles locaux, on montre qu'il est possible, même s'ils ne sont pas identiques, de mettre en œuvre une concurrence indirecte entre eux. En ayant recours à l'ensemble de l'information générée par ces entreprises, le régulateur est capable d'affiner sa connaissance des coûts. L'introduction de la concurrence par comparaison en présence d'aléa moral oriente ainsi la politique de dédommagement en faveur de contrat à prix fixe. Cela contraint les entreprises à une plus grande efficacité de gestion ce qui profite aux consommateurs. [eng] Yardstick competition: a normative approach. . This paper proposes a normative analysis of yardstick competition that take into account the heterogeneity of the firms. When there are several local monopolies, like in water distribution, education or health, it is possible to implement yardstick competition among them even if they do not face identical cost function. The regulator is able to improve her knowledge of the firms' cost by centralizing and comparing the information they produce. This comparison leads to steeper individualized incentive scheme, which are tailored to accommodate the firms heterogeneity. The firms are leaded to increase their effort and to reduce their cost without being exposed to the threat of bankruptcy.
