State Mandatory Health Insurance Benefits: The Iowa Experience

Abstract: The main purpose of this article is to determine which groups would be affected by state mandatory health benefits legislation. Although a great deal of legislative activity has been occurring in this area, research to date on the effect of state mandated coverage is inconclusive. The analysis shows that state health insurance mandates may not be an effective policy alternative.
