Favorable conditions and deterrents of technical and economic cooperation development between Xinjiang (China), Altai territory and republic of Altai (Russia)

Abstract: As China and Russia supplement each other in economy sphere, there exists big potential for development of trade and economic relations between the given countries. A uniform strategic choice of both countries is the display of available advantages, strengthening of mutually advantageous cooperation, realization of joint development and prosperity. As favorable conditions for development of technical and economic cooperation between Xinjiang (China), Altai territory and the Republic of Altai it was noted: 1) SCO has created the mechanism of consultations and co-ordination for the given bilateral cooperation at governmental level; 2) strategies of economic growth are internal motive power of development of two countries; 3) the richest natural resources have put in pawn the important base for bilateral cooperation; 4) corresponding agreements and contracts between China and Russia have created legal base for bilateral cooperation. Along with favorable conditions for the development of technical and economic cooperation between regions, there are some deterrents: insufficiently developed economy, weak transport and communication systems, the complicated information interchange, low level of trade and economic cooperation structure, insufficiently wide range of cooperation, the unfinished mechanism of cooperation, weak legal maintenance, absence of direct overland trading transition.
