Abstract: Agenda 2000 reduces the bias in favor of low quality wheat in European Union (EU) production, but also improves access for imports of high quality wheat. Therefore, this paper uses a partial equilibrium displacement model that differentiates wheat according to its origin and end use to investigate the impact of Agenda 2000 on wheat supply and demand in France.
