Abstract: This paper presents a new framework for analyzing abatement costs of nonpoint-source pollution. Unlike previous studies, this framework treats production and pollution as non-separable and also recognizes that production inefficiency is a fundamental cause of pollution. The implications of this approach are illustrated using an empirical analysis for cotton producers.
