Una grand strategy inviable

Abstract: Estados Unidos debe comprender que la seguridad total no es posible. Los ataques del 11 S generaron en dirigentes políticos como Bush y en gran parte de la opinión pública estadounidense una sensación de profunda incertidumbre. Implícitamente se cree que el único reaseguro frente a un mundo en que puede pasar cualquier cosa es la acción. Así, Estados Unidos salió al mundo con un espíritu de cruzada democrática que lo llevó invadir Afganistán e Irak unilateralmente. Pareciera que Washington no va a serenarse hasta haber logrado un sistema internacional nuevo, sin las amenazas que hoy le quitan el sueño a los oficiales de la Casa Blanca y con Estados Unidos como guardián del nuevo orden.
