Abstract: This paper describes and evaluates procedures used to ensure equivalence of the sample designs in the 23 countries participating in round 1 of the European Social Survey. This involved specification of the permissible parameters of the sample design as well as ongoing interaction between the ESS sampling panel and the ESS national co-ordinators in each country. A number of aspects of these procedures were novel and we will focus particularly on these and will attempt to evaluate the success of each. These include: Specification of the national sample size in terms of the "effective sample size" of interviews; Provision of guidance on how to predict the design effect due to variable selection probabilities (DEFF-P) and the design effect due to clustering (DEFF-C), and how to use these predictions to determine the necessary sample size; Intensive procedures for interaction between the members of the sampling panel, between the sampling panel and the national co-ordinators, and between the sampling panel and the ESS central co-ordinating team.
