Africa in the 1990s: the Institutional Foundations of Growth

Abstract: This paper traces the argument that future prospects for growth in Africa are strongly circumscribed by its political, economic and legal institutional foundations, and the oversight (or monitoring) for institutions. A dominant theme is the importance of path dependence in African economic reform. Such hysteresis is examined in the changing capability and reputation of the state in Africa, in various economic episodes from independence to the present day.
