Abstract: The principal objective of this research was to document, compare, and evaluate changes in the structure, conduct, and performance of the fertilizer sectors in Zimbabwe and Zambia, and to draw implications for other countries in Africa attempting to increase fertilizer use on small farms. The research covers the past three decades, over which fertilizer policies and fertilizer systems changed substantially.
