Submissions on Enforcement Matters of North American Environmental Cooperation: Practices and Problems

Abstract: North American Agreement on Environmental Cooperation (NAAEC) establishes three monitoring procedures, one of which is Submissions on Enforcement Matters. Individuals and NGOs are encouraged to submit matters that a Party is failing to effectively enforce its environmental law. While it contributes to monitoring government environmental protection behavior, it has its own problems based on the ten-year practices.
