Comment on “Trade, Growth, and Poverty--A Selective Survey,” by Andrew Berg and Anne Krueger, and “Doha and the World Poverty Targets,” by L. Alan Winters

Abstract: Andrew Berg and Anne Krueger present a review of an abundant literature, showing that there is a link between trade liberalization and poverty reduction that works mainly through the growth-inducing effects of trade. The existence of this link, therefore, becomes an important argument for unilateral reforms of developing and industrial countries. Based in part on the literature reviewed by Berg and Krueger, Alan Winters develops the liberalization elements that the Doha Development Round should achieve if it is to reduce poverty. Therefore, in contrast to the article by Berg and Krueger, the emphasis in the discussion offered by Winters is on multilateral trade liberalization.
