Sich kreuzende Blickwinkel auf innerstaatliche Gewalt und Krisenprävention: ein Workshopbericht

Abstract: Vor dem Hintergrund ordnungs- und sicherheitspolitischer Herausforderungen im 21. Jahrhundert (Wandel der Gewaltformen, Möglichkeiten und Grenzen von Präventions- und Interventionsmaßnahmen) stellt sich die Frage, welchen theoretischen und praxeologischen Beitrag die friedenswissenschaftlich relevanten Teildisziplinen Friedens- und Konfliktforschung, Internationale Beziehungen und Regionalwissenschaften leisten können. Damit verbunden ist das Problem, inwieweit ein „Trialog“ zwischen den Teildisziplinen möglich ist und ob die bislang voneinander abgekoppelte Forschungslandschaft sinnvoll verbunden bzw. überwunden werden kann. Die Klärung dieser doppelten Problematik stand im Mittelpunkt des Workshops zu den „sich kreuzenden Blickwinkeln auf innerstaatliche Gewalt und Krisenprävention“. Die vorliegende Zwischenbilanz bietet nicht nur eine Bestandsaufnahme der jeweiligen Forschungslogiken und Zugänge sowie eine Identifikation erkennbarer friedenspolitischer Defizite, sondern benennt auch Anknüpfungspunkte für die theoretische und methodische Weiterentwicklung und institutioneller Kooperationsformen. -- Multifaceted challenges in the normative patterns of international order and security policy in the 21st century (changing forms of violence, opportunities and limits in conflict prevention and intervention) raise serious questions – theoretically and practically – to the disciplines of peace and conflict studies, international relations and area studies. This issue is interlinked with the question, in how far a “trialogue” among the disciplines is possible and how gaps could be overcome. In trying to clarify these problems, the workshop “interlocking perspectives on intra-state violence and crisis prevention” offers a starting point for future debates and research strategies. In particular, this paper presents a summary of the particular research logics and theoretical approaches as well as it reveals observable deficits in current peace policies. Moreover, it provides focal points for theoretical and methodological developments and further forms of institutional co-operation.
