Abstract: This study presents an enhanced conceptual framework for evaluating the sustainability of halal tourism by integrating three interrelated models: the Triple Bottom Line (TBL), Maqasid al-Shariah, and Community-Based Tourism (CBT). The framework is designed to assess how halal tourism initiatives impact local communities across economic, social, environmental, and ethical dimensions. Drawing on comparative case studies from Indonesia (Lombok & West Nusa Tenggara), Malaysia (Kelantan & Terengganu), and Thailand (Chiang Mai), the study illustrates varying degrees of alignment with the proposed framework. While economic performance and ritual compliance are often prioritized, environmental sustainability and ethical governance are frequently underdeveloped.
