El Diferencial de Desempleo Andaluz: Análisis SVAR de la Curva de Beveridge/Andalusian Unemployment Differential: SVAR Analysis of the Beveridge Curve

Abstract: In this article we offer new evidence on the problem of Andalusian unemployment differential. We use a SVAR model with unemployment, vacancies and labor force as variables, considering three types of shocks: reallocation, aggregate activity and labor force. Due to the theoretical structure considered, we emphasize the study of the dynamic effects of reallocation and aggregate activity shocks on unemployment and vacancies. The analysis is implemented for Andalusia and the rest of Spain (1978-2003). The main conclusion is that, in comparison with the rest of Spain, the weight of structural unemployment is higher in Andalusia; consequently, the aggregate demand policies could be less effective in the Andalusian case. En este trabajo aportamos nueva evidencia sobre el problema del diferencial de desempleo andaluz. Para ello, planteamos un modelo SVAR con las variables desempleo, vacantes y población activa, considerando tres tipos de perturbaciones: reasignación, actividad agregada y población activa. Dada la estructura teórica considerada, enfatizamos el estudio de los efectos dinámicos de las perturbaciones de reasignación y de actividad agregada sobre el desempleo y las vacantes. El análisis se plantea para Andalucía y el resto de España (1978-2003). La principal conclusión obtenida es que el desempleo andaluz presenta un carácter estructural más acentuado que el del resto de España, por lo que las políticas de demanda agregada podrían ser menos efectivas en el caso andaluz.
