Creating a Competitive Environment for Health Care within a Single-Source Financing Structure, Using Tomsk Oblast as an Example

Using the health care system of Tomsk Oblast as an example of a single-source financial structure, this article highlights certain reforms that have helped the region provide quality and affordable medical services based on competition between health care organizations, which provide these services at different levels.
