FORMATION OF CONSUMER ECONOMIC SECURITY IN THE FIELD OF HOUSING AND COMMUNAL SERVICES

Abstract: The research aims to reveal the causes of consumer risks and threats inherent in the housing and utility sector as an important component of the country's life-support system, in particular, to identify unfavorable areas (zones) and inefficient mechanisms of interaction and communication between the participants in producing, generating or providing housing and communal services. The approaches to the principles of the formation of economic security have been discussed, the problems in the industry have been highlighted taking into account the interests of the end consumer in the market of housing and communal services, namely, the imperfect tariff policy and social security system in the housing and utility sector, low quality utility services, poor management of property in the housing sector, inefficient functioning of the utilities industry, low awareness, the inefficient use of budget funds in the sphere of housing and communal services. The study enabled the author to give a proper definition of economic security of consumers of utility services and prove the need to build economic security of consumers in the housing sector. Based on the analysis of intersubject economic relations in the sphere of housing and utilities, the sources of demand for economic security of consumers of utility services have been identified, structured and presented in the tabular form; the problems of economic relations between the entities in the housing and utility sector have been defined and consumer threats and risks have been described in detail. As a result of the research the sources of demand for consumer economic security in the provision of utility services have been identified, the areas of risk and threats to consumer economic security in the process of receiving utility services have been defined and differentiated and solutions to coping with threats have been suggested
