Abstract: It is well known that local officials in city governments need to develop a comprehensive housing policies to guide their current and future decisions in the context of a specific community that often face different issues. In this paper, the authors propose an original Fuzzy Cognitive Map (FCM) model for housing domain; it analysis the housing decisions and identifies the reasons motivating people’s residential choices. The model uses ten variables grouped into three categories. Stakeholders, including the authorities, could exploit the model to make scenarios and use these in order to develop strategies and policies that can lead to the improvement of households’ life quality.
