Abstract: With the increasing number and severity of crises, an increasing number of emergency and crisis plans are requested, written and distibuted. What are their strong points, what are their real or potential weaknesses, what new developments are to be considered? How is this far from new debate evolving today? This contribution illuminates three sides – strengths, weaknesses, perspectives – and offers a wide variety of texts as food for thought.
