Abstract: For more than a decade, CEP research associate Peter Boone and his colleagues at Effective Intervention have been running health and education programmes in some of the poorest parts of the world. As he recounts here, there have been successes and failures - but the one clear lesson is that while financing is an issue in foreign aid projects, it is by no means the most important one for saving lives or educating young children.
