Abstract: The recent economic History of Algeria reveals a blocking of the transformation of the savings into investment. Beyond the conventional diagnosis that involves the failure of the banking system, this blocking is the macroeconomic expression of a deep crisis of the mode of regulation of the economy as a whole. This is the idea that we propose, in what follows, to support.
