Abstract: Civil service has traditionally been considered as the standard form of public employment in France, and precarious jobs as a minor part of the system. The growing use of short term contracts by most public employers, and the recent changes of the civil law are challenging this model. Non statutory forms of public employment are less and less atypical, as the French public employment regime becomes dual.
