Abstract: The "Code of Development" (CODEV) is one of the major tools for supporting economic development and for individual and collective initiatives in the Northern Province of New Caledonia. In 2010, CODEV was evaluated on the 20 years of its implementation. This document presents some results of the evaluation made by mobilizing traditional development indicators (income, jobs, ...), but also trying to stick to the emancipation policy intentions and recognition of lifestyles and culture of the inhabitants of the territory of the Northern Province. The evaluation revealed a rather successful economic and social dualism management combining economic integration and respect for local representations of development.
