英国における創造的転回: 『創造的な英国』の「新しい労働」, Creative Turn in UK: New Labour in “Creative Britain”

Abstract: 本論文では、ブレア政権期以降の英国を事例に創造的転回について検討した。創造的転回とは、知識の問題の解決を前提する、情報技術の進歩への適応のプロセスである。ブレア政権期[1997-2007]とブラウン政権期[2007-2010]の英国では、『創造的な英国Creative Britain』というヴィジョン(1998)や戦略(2008)を通じて、知識の問題の解決や、情報技術の進歩に対応する重要な論点を示してきた。第一に、労働党政権は、政府と国民の関係性に加えて、国民と科学、芸術、技術との関係性の変化を企てていた。第二に、英国には、科学革命や産業革命を政府、産業、大学が牽引した事実はなかったが、『創造的な英国』は、当時、このような場所の外に見られた関係を創り出すことを政府、産業、大学に求めた。第三に、『創造的な英国』は、仕事の質中心の新しいヒエラルキー（意識）を創造することによって、若くて新しい、創造的な英国の実現を目指す、政府、産業、大学の全てに関わる政策である。英国における創造的転回は、資本主義、社会主義と民主主義それぞれの論理やイデオロギーの限界や矛盾を超えた社会の実現を目指す動きであった。
