英国政府における創造的転回: 官僚制と創造性, Creative Turn in British Government: Bureaucracy and Creativity

Abstract: 本論文では、ブレア政権期[1997-2007]とブラウン政権期[2007-2010]の英国政府を事例に創造的転回について検討した。創造的転回とは、知識の問題の解決を前提する、情報技術の進歩への適応のプロセスである。労働党政権は、政府（や行政機関）の合理性を超えた、人々の仕事やライフサイクル中心の政策を掲げることによって、情報技術の進歩に対応してきた。第一に、英国政府の創造的転回は、創造性と官僚制を結びつけることによって生じる限界や矛盾を解決するプロセスであった。第二に、『創造的な英国』に向けたヴィジョンは、ブレア政権期には示されていたが、具体的な戦略やその成果は、ブラウン政権期になって目に見え始め、その間には、デザイン界のリーダーシップや、創造性やデザインに関わる分析がおこなわれている。第三に、この動きの起点は、サッチャー政権期に認められるものの、ブレア政権以降は、組織構造の変化を伴いながら、省庁や分野を横断した知識の共・再構築が加速した。英国政府は、Arendt (1958)曰く、近代が一つも生み出さなかった、「我が肉体による労働と我が手の仕事」をはっきりと区別する理論の構築に向けた動きを先導してきたのである。
