O Regionalismo no Século XXI: Comércio, Regulação e Política

Abstract: O presente trabalho tem por objetivo analisar de que forma as ondas de regionalismo representaram mudanças na forma como as políticas de comércio têm sido conduzidas, ampliando o jogo da negociação política com geometria variável e determinando a sua influência sobre a regulação política do comércio internacional. Nesse sentido, apresentarse- ão o conceito e uma tipologia do regionalismo, em suas bases econômicas. Ademais, a relação entre as regras do regime multilateral de comércio e os acordos regionais serão explorados, analisando-se a proliferação dos últimos e as tensões, complementaridades e antagonismos entre o regionalismo e o multilateralismo comercial. Finalmente, as ondas de regionalismo e algumas das mais relevantes abordagens teórico-analíticas que buscam explicá-las serão apresentadas a fim de trazer luz ao exame do regionalismo nas estratégias de política comercial dos países no quadro de uma nova regulação política do comércio internacional no século XXI. This paper aims to analyze how the waves of regionalism represented changes in the way trade policy has been conducted, expanding the game of political negotiation with variable geometry and determining its influence on the political regulation of international trade. To do so, the concept and a typology of regionalism in its economic bases are presented. Moreover, the relation between the rules of the multilateral trade regime and those of regional agreements will be explored by analyzing the proliferation of the latter and the tensions, antagonisms and complementarities between regionalism and multilateralism. Finally, the waves of regionalism and some of the most relevant theoretical and analytical approaches that seek to explain them will be presented in order to shed light on the study of regionalism in trade policy strategies within the framework of a new political regulation of international trade in the 21st century.
