Ciclo e Crise: Limites à Capacidade de um Crescimento Econômico Sustentado na Periferia Metropolitana do Rio de Janeiro Diante do Ciclo Recente de Grandes Investimentos

Abstract: A região metropolitana (RM) do Rio de Janeiro possui uma estrutura urbana “macrocefálica”, na qual a hinterlândia mantém-se “à sombra da metrópole”, com outras centralidades reduzidas. Todavia, no período recente, houve o advento de grandes projetos de investimento em sua periferia, notadamente nos setores siderúrgico, derivados de petróleo e gás natural, naval e de logística. Portanto, cabe interrogar qual o potencial que esse ciclo possui para alavancar um crescimento econômico regional sustentado diante das especificidades da RM do Rio de Janeiro. Em particular, espera-se evidenciar que o potencial do atual ciclo de investimentos esbarra em suas próprias insuficiências estruturais dinâmicas, que são amplificadas pela problemática metropolitana fluminense, como a pouca densidade produtiva da periferia da região e suas graves carências de infraestruturas. The metropolitan region of Rio de Janeiro has an urban structure “macrocefálica” in which the hinterland remains “the shadow of the metropolis” with other reduced centrality. However, in the recent period, there was the advent of large investment projects in its periphery, notably in the steel, oil and gas, shipbuilding and logistics. So it should ask what the potential that this cycle has to leverage a regional sustained economic growth on the specifics of RMRJ. In particular, it is expected to show that the potential of the current investment cycle is limited in their own dynamic structural weaknesses that are amplified by the Rio de Janeiro metropolitan problems, such as low density of productive periphery of the RMRJ and its severe infrastructure deficiencies.
