Making public policy work: between responsiveness and convergence of the public agenda. The Romanian case

Abstract: This paper addresses the public problems related to the Romanian case. I have tried to demonstrate that a major problem related to public policy is the government responsiveness. Responsiveness in the context of a system can be defined as an outcome that can be achieved when institutions and institutional relationships are designed in such way that they are cognizant and respond appropriately to the universally legitimate expectations of the citizens. More said, responsiveness is related to the citizens' right to receive appropriate and opportune responses. All these requirements should not be found only on the agendas that compose the policy agenda but also the relations between them must be convergent so as to allow the government responsiveness to work. The main conclusions one may draw from this presentation are the following: a)
