PENGARUH PROFESIONALISME SUMBER DAYA APARATUR TERHADAP PENINGKATAN PELAYANAN PUBLIK (Suatu Tinjauan Analisis Pelayanan di Kantor Sekretariat Daerah Kota Tidore Kepulauan)

Abstract: The increasing of science and technology, affect to the way of poeple observe the product quality and public services. People demand for the estabilishing clean and responsibility government is high. Public apparatus as back bone of public service administration is espected to be professional. Many factor afferct to the profesionalism of apparatus resources such as ability, competence, responsibility, loyality, and accountability of apparatus resources. In order to estabilish professionalism resources apparatus, government has perform some effort, such as increasing quality apparatus resources throught education and training and also create some public service standar rules. This thesis present korelation analysis between professionalism aparatus resources and the increasing of public services in Kota Tidore Kepulauan. We use proportionate stratified random sampling and insidental sampling in collecting data. The number of datas are 75. Professionalism apparatus resources analysis based on four service indicators, they are standard service, fair, on time, fast and easy. Corelation product momen and t-test analysis are perform after collecting questioner datas in order to understand the corelation between professionalism of apparatur resources and the increasing of public services. From data analysis using correlation product momen, wefind that coefficient correaltion r from calculation (r-calculation) is 0,758 and coefficient correlation r from table (r-table) is 0,296, where r-calculation bigger than r-table (0,758>0,296). t-test is performed after r correlation test. Wefind that t-calculation and t-table are 9,929 and 2,66 respectively, where t-calculation bigger than t-table (9,929>2,66). All those test are performed using α=1% or 99% significant level. From all those test, it can be inverred that there is positive and significant relation between professionalism apparatus resources and the increasing public service in Kota Tidore Kepulauan.
