Evaluating for learning. Efficiency in health and development

Abstract: The paper shows the evolution of ODA for the health sector for 2002-2010. It also shows a review of some findings form impact evaluation in the health sector. The main message is the difference between inputs (ODA flows) and outcomes (effects detected in the evaluations). The policy recommendation is that ODA volumes are only accountability exercises but evaluations can lead to more evidence based decisions.
