Abstract: During the modern history all countries have focused on the economic development to ensure the welfare and human security. The education is the main component of the human capital development and the most powerful factor of the economic increase. Each period of history can be considered a transitional period, slower or faster, to another system. The future of the next generations can be ensured by relocating the public education system, the labor market and the social insurance system in accordance with the ethical of the society in which we live.
