Abstract: In modern conditions, the problem of creating effective teams to solve the tasks is very relevant and significant, the high priority of this problem is directly related to the challenges facing the state to optimize and improve the system of public administration at the Federal and regional levels through the introduction and use of project management methods. In the context of the task, a comprehensive resource analysis can be a powerful tool to improve the quality of work of project and management teams in government, by identifying the most powerful personal and professional resources of members of the potential project team, develop recommendations to strengthen them, change the structure of the existing team, as well as to create conditions for the formation of teams taking into account the composition of people with complementary qualities and abilities. In this regard, this work is an actual, timely, systematic study.
