La distribuzione dei finanziamenti europei sul territorio regionale: Un'analisi su micro-dati 2000-2006 (The Geographic Allocation of the EU Structural Funds Assistance: An Empirical Analysis on Micro-Data 2000-2006)

Abstract: In questo lavoro sono analizzate le distribuzioni per tipologia di territorio e per settore di attivita' del complesso dei principali finanziamenti europei a valere nel periodo programmatorio 2000-2006, sulla base di micro-dati a livello di singole aree comunali e dei settori d'attivita' a due o tre cifre della classificazione ATECO2002. Utilizzando una base dati di insolita completezza, comprendente l'insieme dei contributi finanziati dall' UE a favore di interventi infrastrutturali sul territorio, dei programmi di formazione e delle misure di aiuto diretto alle imprese, i modelli di analisi sviluppati nel lavoro permettono di testare empiricamente se la razionalita' economica (basata sull'esistenza di esternalita' negative correlate al declino o all'abbandono di ex-aree produttive) e le teorie economiche di spiegazione del cosiddetto "Looser paradox", che prevedono, entrambe, una maggiore concentrazione dei contributi a favore delle unita' in declino, trovino o meno un effettivo riscontro empirico. I risultati delle analisi evidenziano, nel loro complesso, come il volume dei finanziamenti UE erogati nei diversi territori comunali sia ben predetto dalla numerosita' dei residenti e degli addetti dei singoli comuni. Le caratteristiche di declino dei territori comunali non risultano invece essere dei determinanti statisticamente significativi dell'ammontare dei finanziamenti UE ricevuti dai comuni, una volta controllato per le dimensioni di quest'ultimi. (English Abstract: This paper analyzes the geographic distribution of the entire spectrum of the EU structural funds assistance available in the 2000-06 programming period, using micro-data at the level of municipalities and at the level of three digits Industrial Sector Codes (under the Standard classification provided by the Italian National Institute of Statistics, ISTAT Ateco2002). The analysis implemented in the paper exploits a data base of unusual richness, encompassing all EU structural funds assistance in favour of infrastructure, job training and business incentive programs. The empirical evidence retrieved from the analysis is used for testing whether or not the economic theories predicting a greater concentration of assistance in distressed and/or declining units of observations do hold. Results of the analysis show that, overall, the intensity of the EU structural funds assistance devoted to programs implemented within the precincts of each municipality of a larger Northern Italian region is very well predicted by the number of residents in each municipality. Likewise, the number of workers in each industrial sector predicts very well the volume of the EU co-sponsored business incentives received by each sector. Indicators of distress and/or economic decline of municipalities and industrial sectors, instead, are not estimated to have any statistically significant impact on the volume of the EU structural funds assistance received by each municipality or industrial sector, respectively.)
