Abstract:
The planning of highway alignment is a complex decision making that involves many objectives and stakeholders. Previous studies applied the Analytic Hierarchy Process (AHP) to prioritize the alternatives of highway alignments. Standard AHP model could not accommodate the variety of interactions, dependencies, and feedback. The Analytic Network Process (ANP) is helpful to deal with interdependent relationship within the multi-objectives and multi-stakeholders environment. This paper demonstrates how to empirically prioritize a set of alternatives by using ANP model. The paper first reviews the planning issues related to the highway corridor planning. Then related characteristics were used to structure the ANP model and scores were computed for prioritizing the potential highway alignments. Engineering practitioners may adopt the weighted criteria for alignment selection or apply the ANP method to prioritize their own set of selection criteria
