Underlying Demand for Licensed Nursery Schools in Tokyo

Abstract: 本稿は，東京都が2017年に実施した子育て世帯への大規模アンケート調査を用い，仮想市場評価法（CVM）を使って，東京都の保育サービス需要を分析した。主な結果は以下の通りで ある。第１に，潜在的待機児童率は19.5％と，待機児童率（1.3％）の14倍を超える大きさである。第２に，現在の保育サービス供給量のもとで，総待機児童率をゼロにする均衡保育料（月額）は，全年齢合計で45,400円である。第３に，中高所得者への月額５千円の保育料引き上げで総待機児童率は元の大きさの約３分の２，月額１万円引き上げで約３分の１となる。また，認可保育所の０歳児定員を廃止して，育休促進を図ることにより，総待機児童率はほぼ半減する。
