Abstract: This study is an attempt to test the following hypothesis: Zakah in the Islamic environment contributes to the achievement of different human developments; psychological, social and economical’. The study has used the scientific methodology and combined between induction and deduction methods using rules, implications and effects of zakah on the development (in Combination with other aspects of the Islamic environment i.e. non-usury, non- monopolistic practices). The study has shown that Zakah in the Islamic Environment is a major tool in achieving human integrity, social security and economic welfare of both people and societies. Based on the above, it is obvious that the hypothesis of the study has been confirmed. حاولت هذه الدراسة اختبار العلاقة بين الزكاة والتنمية الإنسانية بمختلف أبعادها النفسية والاجتماعية والاقتصادية . وبعد أن أوضحت الدراسة خصوصية النموذج الإسلامي في التنمية من حيث ارتباط العقيدة بالتنمية في وسائلها وغاياتها ، وشمولية مفهوم التنمية في البيئة الإسلامية ، بينت الدراسة ما يلي : أ ) تساهم الزكاة في تحقيق التنمية المتوازنة للنفس الإنسانية لأفراد مجتمع الزكاة ( دافعيها ومتلقيها ) من خلال تطهير النفس البشرية من أمراض البخل والطمع والحسد وغرس أخلاق الخير والفضيلة مكانها . ب) الزكاة هي مؤسسة التكافل الاجتماعي الرئيسة في البيئة الإسلامية ، حيث يساهم أغنياء المجتمع في الحد من الفقر ومن التوزيع غير العادل للدخل ، وفي تحقيق مستوى الكفاية لجميع أبناء المجتمع . ج) تساهم الزكاة في تحقيق التنمية الاقتصادية في البيئة الإسلامية من خلال محاربة الاكتناز وتشجيع الإنفاق وخصوصا الإنفاق الاستثماري وتركيم رأس المال في جانبي الجباية والإنفاق لأموال الزكاة ، وأيضا من خلال تقوية التماسك والتكامل الاجتماعي ، وتحقيق الاستقرار الاقتصادي في المجتمع . ونتيجة لذلك تأخذ دالة الاستثمار في البيئة الإسلامية شكلا مغايرا عن نظريتها في المجتمع الرأسمالي حيث يستمر أفراد المجتمع في الاستثمار حتى إذا كان معدل العائد المتوقع على الاستثمار صفرا ( وذلك لانعدام أهمية سعر الفائدة في تلك الدالة ) وهكذا تؤكد الدراسة على أهمية مساهمة الزكاة في تحقيق التنمية في البيئة الإسلامية .
