Abstract: The purpose is to indicate the Islamic ideas that should be introduced in teaching Public Finance. Recommends discussion of goals of Sharich and functions of the state in Islam. Public expenditure can be categorized into what is a must in all times, what is necessary in accordance with goals of Shariah in modern age and what the people assign to state through Shura (consultation). Recognizing the need for taxes over and above Zakah, the paper goes on to discuss Zakah in a modern economy. Concludes by discussing fiscal policy and public debt in a developing Islamic economy. هدف هذه المذكرة هو إبراز الأفكار الإسلامية التي ينبغي إدخالها في تدريس مقرر المالية العامة في الجامعات. ومن هذه الأفكار مناقشة أهداف الشريعة الإسلامية، ووظائف الدولة في الإسلام. ويمكن تصنيف الإنفاق الحكومي إلى ثلاثة أقسام: ما هو واجب في كافة الأوقات، وما هو واجب لتحقيق أهداف الشريعة في العصر الحاضر، وما يطلبه الناس من الدولة نتيجة الشورى. وتلاحظ المذكرة وجود حاجة إلى فرض وظائف مالية (ضرائب) فوق الزكاة، كما تناقش موقع الزكاة في اقتصاد حديث. وفي الختام تناقش السياسة المالية الدين العام في اقتصاد إسلامي نام.
