Abstract: The paper addresses a number of issues related to the functioning of the Russian sector of basic research and the need to implement a balanced public policy in this area. It contains an estimation of the managerial an organisational reform currently underway in the government academies of sciences and puts forward proposals for the establishment of mechanisms to overcome crisis phenomena in the Russian science sector, including basic research, which are impeding innovative development of the Russian economy.
