SELF-REGULATING IN INFRASTRUCTURAL ENTERPRISES OF NATURAL MONOPOLIES

Abstract:
This article analyses the perspectives of using self-regulating in natural monopoly enterprises. A hypothesis is presented and proved that the conditions for using self-regulating in these enterprises appear only in existing competition medium. It is reasoned that “pure†self-regulation is hardly possible and most suitable option for them is co-regulation (on the examples of electric power and heat supply industries), while the state should keep possibility in principle of influencing self-regulatory body decisions.
