Directions for a minimum set formation of regions’ spatial development institutions

Abstract:
The article proposes a variant of the minimum set of institutions for spatial development of Russian regions. There is a presented version formed as a result of the author’s earlier research about the spatial development issues of Russian regions’ group. The study findings reflected both the diversity in the understanding of the essence of territories’ spatial development by regional authorities, and in approaches to the use of spatial development tools, including the formation of an institutional basis for spatial development at the regional level. The author identified the regional institutions’ elements of spatial development. He proposed a mechanism for cooperation of formal elements of region spatial development, which provide for taking into account the interests not only of the territory, but also of other subjects of the Russian Federation bordering the object of study or included in the same macroregion. The article also presents variations in the consistency of formal and informal components of regional spatial development institutions, which can have a positive or negative effect from their cooperation.
