Institutional design of a public governance model in the conditions of geopolitical turbulence

Abstract: The paper is devoted to the institutional design of a public governance model in the context of geopolitical turbulence. The principles and architecture of the governance system that ensures the sustainability and adaptability of national development are substantiated. They are based on the concept of Social Sovereign Economy (SSE). It is shown that strategic policy priorities are formed around social goals and national sovereignty. The main characteristics of the long-term development vector are highlighted: limited but strategic openness of the economy, technological sovereignty as its basis, the active role of the state, self-sufficiency and sustainability, integration of economic and social dimensions, as well as the political and legal basis for governance. A three-loop model is proposed that is a multi-level architecture of SSE management, in which the external environment acts as an imperative of sovereignty and sets institutional restrictions, and the internal contours are aimed at prioritizing internal development and security. The mechanisms of institutional design are revealed: setting up rules and incentives, coordinating strategic planning instruments, industrial, scientific, technological and social policies. It is argued that the turbulence of the external environment is a catalyst for the transition from the model of integration into the global economy to the SSE model to ensure national sustainability, security and autonomy.
