Abstract: The article presents the results of the author’s research on the current state of human resources for technological development. The role of technological sovereignty and technological leadership as key national goals for the country’s development is described.The purpose of the study is to identify the main problems of staffing for technological sovereignty and leadership of the country, as well as to determine ways to solve them, based on an analysis of the current state of the labor market for engineering personnel and their competencies.Based on an analysis of statistical data from Rosstat, research results from the National Priorities ANO, research centers at universities, scientific institutions, job portals, and experts, the article describes the main trends in the transformation of the labor market and identifies
