Abstract:
Ottoman Empire that had difficulties balancing the budget deficits and began to face with financing issues since seventeenth century, firstly resorted internal borrowing for dealing with these fiscal problems and for this reason, it used different methods and financial instruments for solving financing issues. In this study, the reasons of internal borrowing in Ottoman Empire, and the methods and instruments which are used in internal borrowing are examined.
