An Alternative Support for SME Financing: Treasury-Backed Credit Guarantee Fund Surety

Abstract: More than 150 years, Credit Guarantee Institutions (CGI’s) have been supporting Small and Medium Size Enterprises (SME’s) by providing guaranties for their financing and encouraging the entrepreneurship all over the world. Activating the CGI by the Turkish government has been a helpful solution in reducing the negative effects of the financial crisis on SME’s in Turkey. With this context, analyzing of the Credit Guarantee Institution, Council of Ministers decision about the warranty of Undersecretariat of Treasury to the CGI’s, problems in the current credit guarantee system and alternative solutions for the problems are the main purposes of this paper.
