Abstract: In this study it is intended to asses the effectiveness of using budget right of national assembly of turkey in the framework of the 1982 constitution and public financial management and control law. For this purpose it is assessed the role of national assembly of turkey in budget process. As a result of this evaluation, redesigning of the structure of budget commission, the establishment of independence budget office, changing the parliamentary bylaws has been suggested.
